12. IV2SA Headlights

You know that the car lights in GTA IV are much more difernet than in GTA San Andreas. So if you use this mods the front lights will light much more and a higher surface.
This doesn't require a cleo installation because its a mod with an .asi file so all you need is the asi loader. Its not exactly like in the GTA IV because this was a test but it doesn't crash the game. If you want a mod that makes it completaly like GTA IV including the weapon and money pickup, lights reflection in the ground search my blog for that mod, look at the post pannel at 2013 posts.
